A free PCB design software helps create circuit assemblies with as many as 16 layers. 

Pressure to more quickly design and fabricate multiple-layer PCBs for cost-effective electronic products places greater reliance on software design tools, and even some free-of-charge software products can help when planning for multiple-layer circuits. For example, the site at Everything PCB specializes in software tools for PCB design and fabrication, including FabStream software which can support schematic capture and layout for designs with as many as 16 circuit layers. The free software features advanced graphics capabilities to assist in 3D circuit manufacturing projects that can be readily transferred from computer to physical circuit boards.
